In the Useful Stuff link you can find 2 tutorials on how to register for the forum (sometimes called a Bulletin Board or BB). If you have high speed, pick the Flash Tutorial as it is much better. Registration allows you to post messages on the forum. Anyone can read the posts without registering, but you must register if you want to write(post) anything.
